A&E Groups was founded by David Howard, who is the owner and President. Dave is a former special investigator with the FBI and brings with him a background in the psychology of crime prevention. Dave has assembled a staff of quality professionals, such as Steve Keller, to develop and deliver innovative, cost-effective training and prevention programs.

Dave is a known speaker and authority on communication, The Art of Verbal Chess, along with Sexual Harassment & Discrimination Prevention, Workplace Violence Prevention, and Workers' Compensation Fraud Prevention. He is the CEO, of the A&E Groups a company that focuses on creating workplace systems to prevent unethical acts and increase the effectiveness of communication, in all aspects of the workplace.

Dave created and then managed a large professional investigative firm specializing in workers' compensation, sexual harassment, and workplace investigations. In 1993 Dave developed A&E Groups programs. He has drawn from his experience working various operations as an agent with the FBI, and as a consultant for numerous public and private entities requiring serious investigations.

Dave's 30-year career began with the military where he worked in law enforcement. His investigative work continued with the FBI, Chief of Law Enforcement with the Bureau of Land Management, in security through Pacific Gas & Electric Company, and in insurance fraud with U.S.A.A. Insurance.

Dave holds a Bachelor's Degree in Management and Police Science from CSU-Los Angeles, and a Master's Degree in Public Administration from DePaul University. He is a Certified Fraud Examiner, an expert witness, and a member of both the Society of Former Special Agents of the FBI and the California Association of Licensed Investigators. He is an acclaimed trainer and speaker on workers' compensation fraud prevention, sexual harassment, workplace crimes, workers' compensation fraud prosecution, and advanced interviewing techniques.

 

Steve Keller, legal consultant/trainer

Steve is a recognized lecturer in sexual harassment and workers' compensation fraud. He specializes in all aspects of civil and criminal litigation support, and corporate and financial investigations including sexual harassment, fraud, risk assessment, and workers' compensation fraud.

Steve served as a Special Agent with the FBI for 29 years. For eight of those years he was the Principal Legal Advisor for Sacramento FBI and provided civil litigation support for the U.S. Attorney's Office in the areas of investigation, interview, and pleading preparation. Steve has assisted in litigation of Constitutional and common law torts including civil rights violations. He represented the FBI in employment litigation before the EEOC and the California Unemployment Insurance Appeals Board. He has completed his Juris Doctor and holds a Bachelor of Arts degree in Political Science.
